Whenever you finish with the HTML codes, all you need is to add a link to mootools framework in the tag of your page using this line of code:
<script type="text/javascript" src="mootools.svn.js"></script>then add sort of javascript codes in the <head> tag of the page from this tutorial. Customizing the CSS will determine your animated menu design in the final step!
